I get really
worried about text -- especially new text-- in these procedural
documents that enables or encourages potential protocol
lawyers... whether they are inside the IESG or outside the core
IETF community.
a reasonable worry (sorry to say) - note though that the text I'm suggesting
is already in RFC 2026 so unless this new ID specifically obsoletes
the section of RFC 2026 (right now the ID says its compatable with that
section) - the old text still could be used by those protocol lawyers
