Re: Improving the IETF

Working groups need to do work that is more relevant, focused and 
timely to current Internet needs.  

The IESG needs to be more timely and constructive in helping working 
groups achieve these improvements.

The above is spot on. I doubt anyone would disagree.

But let's get to the bottom line and suggest something
constructive. Name 3 things we (the IETF/IESG/indviduals/WGs/etc.)
should and can be doing to address the above?

1. develop guidelines for how to do good protocol engineering for
the Internet environment
2. adapt our working group process to follow those guidelines, 
to include external review at appropriate points (especially at
the point a WG decides to commit to working on a particular
proposal), and introduce a system of tracking and reporting 
changes (along with their justification) to a proposal once a 
working group and IESG have accepted it
3. rethink the division of labor between IESG, working group chairs,
and the RFC Editor.
