In any event, when folks talk about making changes -- to add features,
fight abuse, or whatever -- they should start with a non-technical
discussion about what changes for the human experience of email. And
they should develop consensus for that change.
I'm not sure that the discussion has to start there - but until that
part is addressed, there will be nagging questions about how the human
experience changes. And it seems that failure to completely address
this topic has plagued most of the
proposals for anti-spam mechanisms, and severely hampered the
discussions about them.
