That depends on how you parse the sentence. If you interpret 'in
charge' as being globally exclusive then it is nonsense, if you
interpret it as being the part of the UN with responsibility in that
area then it makes sense.

But remember that the first rule of the Internet is 'You are so not in
charge (for all values of you)'.


I agree that the underlying issue here is that the current settlements
ensure that there is a net flow of cash from the LDCs to the US and
Europe. But there is no way that there is going to be anything like
the telephone situation being repeated with the LDCs receiving net
flows of cash. That only works in the telephone world because the
communication is person to person and each person is located in one
place at a time. On the Internet it is pretty easy to move a server to
a cheaper locale.
