"Maximize" overstates my position.  My belief is once the base requirements
are met that diversity is an appropriate tie-breaker.  Maximizing the four I
mentioned is different.

I think that diversity is already taken into account
much more than just as a tie-breaker. Nomcon does
look at a lot of the factors influenced by the
candidates background / diversity stats already as
actual job qualifications: Knowlege/presence of
geographic regions, collaborative influencing leadership
stle, ability to engage with other cultures, etc. pp.
