evaluating progress over time.

It also, of course, nicely distributes the work.

We (the INT ADs) have been trying to do that for the past year. See http://trac.tools.ietf.org/area/int/trac/wiki/IETF86 as an example. The goal is to provide a place for INT area WGs to summarize what they have been doing so that others within INT can get an idea of what is going on. It is not to the level of a "progress report", but it does provide a useful summation (at least based on the feedback that I have received to date).
