I think this is an excellent question for a reviewer to ask,
regardless of whether the present draft is published as a BCP,
an Informational document, or never.

Responsible engineering means considering a great number of
eventualities when finalising a design, and this is just one
more of those eventualities.

Some of us who do reviews already consider it, and are willing to
argue to get drafts fixed if they have privacy problems. This is just
making it a general IETF practice.
