I would like to suggest we go a stage further and change the way the
IETF meetings work.

People are having interim meetings because a one or two day meeting
on one topic is a lot more productive than an IETF WG session.
Or because weekly meetings are more efficient.

But are these really author/design team meetings or are they really
interims?

A meeting amongst authors doesn't need to be an interim, it's more like
a design team -- in both cases contribution of the individuals is
reflected in a draft. 

A meeting that is taking the place of discussion on a list, with
non-authors contributing, certainly does qualify as an interim.
