I didn’t respond before, but I can say they don’t have, at the time being, a
venue which can host an IETF.
We have got already a couple of LACNIC meetings there, the last one a couple of
weeks ago. It was good for the size of the LACNIC meeting, but I don’t think
for 1.200+ participants.
I don't think they are building anything new for that size in the 2-3 years
terms, when we will need to contract it if we expect to go there in 5 years.

I suspect it's on people's TODO list. There's a nexus of good reasons
to do it, bad reasons to do it, and media fervor. I predict a Havana

The Juggalos deserve to be more than a punchline, IMHO. They're a
genuinely odd bit of American culture, if you're at all into American
culture. Nathan Rabin's book sheds some light, should you become
interested.
