No, we shouldn't.

Having such a statement will make people in the disqualified
countries less accessible to ISOC activities and is against
by-laws of ISOC that:

        The Internet Society's mission is to promote the open
        development, evolution, and use of the Internet for the
        benefit of all people throughout the world.

We must acknowledge cultural diversity and have meeting with
various locations with cultural diversity, which means
culture to ban or damn LGBT must not be excluded.
