MH (and by descent nmh) is by definition a command line tool. It assumes a
command line help system, in the form of the man(1) command. If you are
installing nmh on a host, you need to install a working man(1). Think of it as
a core dependency.
As David mentioned, splitting the documentation out from the code is a recipe
for disaster. It's not going to happen.
