There's really no reason why PGP couldn't be rewriten to use rsaref either.
Yes, there is. RSAREF, as the License stands, does not allow you the granularity to touch the RSA routines themselves, without prior approval of RSADSI. Given that approval, it MIGHT be possible to use RSAREF. I haven't had the time to explore this possibility, however another thing to note is that PGP currently uses IDEA as its secret-key encryption algorithm, not DES. -derek
