You can recompile procmail without the feature; I think the option in
config.h to uncomment is called NO_USER_ATIME_HACK or something similar.

You shouldn't be doing this, really.  Even if procmail doesn't wait
that one second (and in fact, in v3.11pre4, procmail does the wait
adaptively, i.e. if it can detect that the filesystem doesn't need it,
it proceeds immediately), the problem will only become less likely,
but will never be eliminated.  It is *not* a good idea to make a locking
problem less likely to occur, there is only one recourse, which is fixing
the locking problem (unless, of course, you don't care about the
integrity of your mail).
