When procmail uses its rc list against a given incoming email, does it
actually start at the top of the rc and move down? This would be
important in the case of doing your discussion-list filtering first (at
the top of the rc,) and then at the bottom, having a command that would
trash any email which did not have my address in the TO field.

In general, procmail is not purposely counter-intuitive. Recipes and
assignments are processed in exactly the order they appear, with
processing stopping at the first delivering recipe that doesn't have
the 'c' flag. If a assignment to the "HOST" variable occurs where the
assigned value doesn't equal the hostname of the machine on which
procmail is running, procmail will stop reading the procmailrc, and if
there are other procmailrcs specified on the command line, it will
start reading them.
