1. It is not backward compatible.  A variable name can begin with D, and an
rcfile for the current code could be using $\DONKEY to mean "substitute the
value of $DONKEY but defuse all magic characters."  That would make newer
procmail binaries read it as "substitute the value of $ONKEY (which may not
exist, especially if the user can't sing) but matches to that part of the
regexp must be case-sensitive."

2. It limits specifying local case-sensitivity only to the expansions of
variables.  To do it on static text or on the expansions of command
substitutions, you'd need to save them in a variable first.
