It means that the ACTION of that specific recipe FAILED. (for
purposes
of the 'e' and 'a' flags).
It also means that procmail ignores the output from the filter and
instead
recovers the original message from a cache copy that it made just

piping to the filter.

That is, of course, the primary effect of 'w' flag for 99% of uses.
