This might seem a silly suggestion but it's what I do myself:

I have a .procmailrc and a .procmailrc.todo

Inside the .procmail.todo file I "jot" broken recipes as well as just
plain text notes and ideas and it travels with my .procmailrc so it's
always "right there".

To my mind it seems strange (and possibly dangerous) to put broken
recipes inside a production config.
