|     dual-cidr-length = [ ip4-cidr-length ] [ ip6-cidr-length ]
|     ip4-cidr-length  = [ '/'  1*DIGIT ]
|     ip6-cidr-length  = [ '//' 1*DIGIT ]
|
| to:
|
|     dual-cidr-length = [ ip4-cidr-length ] [ '/' ip6-cidr-length ]
|     ip4-cidr-length  = [ '/' 1*DIGIT ]
|     ip6-cidr-length  = [ '/' 1*DIGIT ]
|

With this syntax, how would you express a cidr-length for an IPv6-only
set of MX hosts?

Under the old syntax, it would have been mx:foo.com//126.

How do you do it under the new syntax?

Exactly the same way.

    MX           = 'mx'     [ ':' domain-spec ] [ dual-cidr-length ]
    dual-cidr-length = [ ip4-cidr-length ] [ '/' ip6-cidr-length ]

So if you don't have an ip4-cidr-length you then have '/' ip6-cidr-length

MX and A dosn't change, it's just ip6 that would change in practice.
