IMHO, anything that gives people a voice that would otherwise not be
heard is A Good Thing. This is especially true when those people are
the owners who are often negatively effected by their lack of a
voice.
Domain owners who use SPF in widely regarded in "bad" ways will either
lose customers or will have their voices ignored. Since SPF is
completely voluntary by all parties involved, I can not see any reason
why it would not be desirable.
