Not to my knowledge; it only swings into action if there's no all, so you
could define it up front and it wouldn't operate until all the
mechanisms had been exhausted.

So, "v=spf1 redirect=foo.com a" will redirect only if 'a' doesn't
match, right? I find this confusing.

Include: will either match or not match, and what it does depends on
the (optional) prefix. A redriect= will allow any status (+/-/?/~) to
be returned.
