You sure about that? I use Comcast at home with a dynamic address, and
my firewall gets hit 24/7 with incoming SMTP on port 25. Of course I
get that much traffic because I run a spam honeypot, but it's definitely
not blocked.
It's not blocked between different hosts on the same segment, but it was
blocked from the outside world last I checked. A friend of mine wanted to
run a mail server on his Comcast connection and couldn't for that reason.
It's possible this varies from one area to another, though.
