It is a matter of design. If a domain does not publish SPF records, it may
be OK to guess and give it a pass. It is not acceptable to generate a fail
based on guessing instead of verifiable information, otherwise you would
risk falsely rejecting legitimate mail.
If you want to override something, just use the local option that was
already mentioned.
