GPL compliance should be a goal of this language.
If any patent rights are granted in the license, a licensee should be able to sub-license the patent rights, assuming they comply with the terms of the license.

The worst part of the current CID license is that you need to get the patent rights from Microsoft each time, rather than the person developing the CID-implementation.
