No - receivers only need that if they use forwarders... :-) So you
should divide the 2nd point into:
2a) receivers that don't use forwarders or that whiteliste forwarders
start honouring "-all" and rejecting nonconformant mail.
2b) receivers that only use whitelisted forwarders and SRS/SUBMITTER
supporting forwarders, start honouring "-all" and rejecting
nonconformant mail.
Please remember, that if a company starts to reject nonconformat
e-mails, those users that use forwarders that don't have SRS or
SUBMITTER, will get all e-mails to their forwarding e-mails rejected
by the company mail system. It is fairly easy for a company to reject
complaints from employees that have trouble with this, because
SRS/SUBMITTER compliants forwarders exist, and if the forwarding
relates to the business, whitelisting of the forwarder can also be
done.
