If you are using dialup lines with a dynamically assigned ip address,
your ISP should publish a matching SPF record that you can include or
redirect to in your own SPF record.

If you have a static allocation, your ISP should notify you of any
changes well ahead of time (at least one week, better two or more) so
you can modify your DNS data accordingly.

This was my first response the the original post too. But it's a bit
more subtle. We are talking about the ip's of your ISP's outgoing mail
servers. If these change, there is (at least today) no real reason why
an ISP would inform you of this. Of course, tomorrow (read: when SPF is
widely implemented) ISP's should inform you of those changes.
