Maybe I'm missing something, but if your ISP changes your IP allocation,
aren't you going to have to change your DNS zone anyway, to make all the A
records point to the new addresses? It seems like changing the SPF records as
well only adds a small amount of work. (Or you could just have the SPF record
reference the A record, and avoid even that effort.)
