BTW, single change in ISP IP allocation requires you to change your
DNS zone at least twice.

Maybe I'm missing something, but if your ISP changes your IP allocation,
aren't you going to have to change your DNS zone anyway, to make all the A
records point to the new addresses? It seems like changing the SPF
records as
well only adds a small amount of work. (Or you could just have the SPF
record
reference the A record, and avoid even that effort.)

No needs to change.

Different ISP can host incoming mail ISP, our DNS, WWW/FTP.

But for outgoing mail we would like to use our local ISP.

Not a single ISP to client scenario.

Our local ISP is no way interested to keep us informed on their IP changes.

They can abuse their local monopoly (as no others ISPs are available at that
location)

As 6.4 from domain keys note - it's can possible to use web-mail or remote
SMTP server with AUTH.

But this is not effective to contact my USA SMTP/WWW server if I'm currently
in Singapore and sending email to my client in Singapore.
