It should not be mandatory for a PTR record to match "the" A record.
But any reliable publisher of PTR records should publish at least an A
record that matches it, even if it's not "the" A record.
By which I mean this:
If you have:
4.3.2.1.in-addr.arpa. IN PTR 4-3-2-1.dynamic.example.com.
...then it's OK if you or anyone else publishes
blah.example.com IN A 1.2.3.4
...but it absolutely should be required for you to publish
4-3-2-1.dynamic.example.com. IN A 1.2.3.4
...as well.
