By which I mean this:

If you have:
4.3.2.1.in-addr.arpa.   IN   PTR      4-3-2-1.dynamic.example.com.

...then it's OK if you or anyone else publishes
blah.example.com   IN   A   1.2.3.4

sure, an domain can own that A record.

...but it absolutely should be required for you to publish
4-3-2-1.dynamic.example.com.    IN   A   1.2.3.4

Yes, the PTR hostname of "4-3-2-1.dynamic.example.com" MUST own "A 1.2.3.4" (but not necessarily exclusively)
