Not necessarily.  "See / siehe <http://example/why.html?x=y>"
(where "siehe" is German) could work.  The real explanation is
the URL, and _there_ the W3C recommendations work.  But not for
the exp= string.

IMHO, 

The best exp message will be an URL to detailed documentation how to configure 
MUA, 
thich servers are allowed, how to contact administrators.
This HTML will be easy to localize.

Size and layout of this page will be nice to document. 
MUA can automaticaly download web-page then will recieve bounces like this one.
