That's perfectly sensible -- it means anything from 195.66.204.0 to
195.66.204.255 is allowed.  It's not ambiguous.  There's no other way to
interpret it.

Please go do some reading on basic TCP/IP subnetting.  You seem to have some
serious misconceptions about how netmasks work, and that's likely to cause you
to have problems and misconfigurations in the future. You might even be
labelled as one of those incompetant administrators you like to complain about.
