Neither one. It allows emails from 192.167.1.25/28 and 192.168.1.19.
The 192.167.1.25/28 part means 192.167.1.16-192.167.1.31.

Notice I am listing both the range and the mx single ip.

This is not a problem.

The answer is that it has 2 different meanings and the answer depends on
who
is giving the answer.

I don't really understand how you could come to your two meanings. They
are not right either way you see it.
