That is an odd statement. /24 is a netmask, designating that only the upper
24 bits of the 32 are relevant: the lower 8 are masked off. Hence,
everything from 0 to 255 will be blotted out (masked, AND-ed, with zeroes).

At the best you could say, that xxx.yyy.zzz.1/24 probably does not do what
you expected (that is, if you expected .1 to be exempt from the bitmask).
Other than that, there is nothing wrong. That is the cool thing about a
bitmask: it is no respecter of numbers. :)
