Re: who should be able to vote?

Every organization I participated in that elects several people for some 
kind of council has each person who can participate vote from the list of 
people for number of open seats and then the individuals with top number 
of votes get to be on the council. If somebody resigns then the next person
from  the previous election list takes his place until next election.
