These are the kind of things that should be listed in bylaws of organization.
We can not impose rules on people without having had the rules approved
by the people (either directly or indirectly with elected representatives).

So for now everybody who we know as having been a participant of SPF
(i.e. who posted to spf-discuss even once) should be allowed to vote.

I think it is fair to limit "everybody" to the group of individuals
that has been a participant upto the moment voting was discussed.

I also think it is reasonable to somewhat weigh votes; people that
have only posted once are, IMHO, not really participants.

Perhaps people want to be more strict than these "rules" but I cannot
imagine there will be a majority that thinks these rules are too strict.
