These people are members, and may have an opinion. After all, they may have
been reading and absorbing everything for over 6 months.
The problem is that list membership is not public and we need a way to
verify if person voting is really "part" of spf-discuss that is not
dependent entirely on list-owner (i.e. we need way that anybody on the
list can verify that what we say was the vote really was). That means
the only way to do it is to consider the person part of the community if
he posted on this list before. BTW - this also means it will not be a
normal election where your vote is cast privately but public election
where every vote is made publicly.
In technical details this should all be accomplished in automated way that
does not overwhelm spf-discuss list, so I think the way to do it is for
somebody to create special "elections" mail list where everybody who
posted previously on spf-discuss (the script will need to automaticily
verify) can post once per election (without having to be subscribed to
this elections list) and where for each post the acknolidgement of post
is immediatly sent and vote immediatly appears in public archive of
that list.
