These are the kind of things that should be listed in bylaws of organization.
We can not impose rules on people without having had the rules approved
by the people (either directly or indirectly with elected representatives).
So for now everybody who we know as having been a participant of SPF
(i.e. who posted to spf-discuss even once) should be allowed to vote.
Now I do believe that the future elections should be limited to only
active participants and have ways to protect organization from being
overtaken by some commercial entity (by means of their employers
all participating on the list) but this all will require separate
discussion and then be fixed in bylaws.
