There is a lot to be said for each ballot to rank all of the
candidates. See "Condorcet Voting" at, for example,
<http://electionmethods.org/index.htm>. It is easy to conduct an
election and count the ballots if you trust the "Condorcet Internet
Voting Service" at <http://www5.cs.cornell.edu/~andru/civs/>. The
software is GPLed and you can grab a snapshot from the site if you
want to do it yourself. You can also play with public and private mock
elections at the CIVS site.
