RE: who should be able to vote?

I bet there are a lot of people that subscribe to the list, but don't post.
These people are members, and may have an opinion.  After all, they may have
been reading and absorbing everything for over 6 months.

If there is some way to get the list of members to spf-discuss that joined
before November 1 (or pick a day), this would be who I would allow to vote.
But, IMO, the email addresses of these people must not be made public.

But not at the cost of slipping the date of the vote.  This vote must take
place ASAP, IMO.

These are the kind of things that should be listed in bylaws of
organization.
We can not impose rules on people without having had the rules approved
by the people (either directly or indirectly with elected
representatives).

So for now everybody who we know as having been a participant of SPF
(i.e. who posted to spf-discuss even once) should be allowed to vote.

I think it is fair to limit "everybody" to the group of individuals
that has been a participant upto the moment voting was discussed.

I also think it is reasonable to somewhat weigh votes; people that
have only posted once are, IMHO, not really participants.

Perhaps people want to be more strict than these "rules" but I cannot
imagine there will be a majority that thinks these rules are too strict.
