In technical details this should all be accomplished in automated
way that
does not overwhelm spf-discuss list, so I think the way to do it is for
somebody to create special "elections" mail list where everybody who
posted previously on spf-discuss (the script will need to automaticily
verify) can post once per election (without having to be subscribed to
this elections list) and where for each post the acknolidgement of post
is immediatly sent and vote immediatly appears in public archive of
that list.

An alternative is a web form that checks the permitted email addresses,
sends a validation email and waits for a response (either email or browser
link contained in validation message) before the vote would count.  This is
just like signing up for a mailing list, but with the one additional step of
checking eligibility to vote based on claimed email address.
