Add - People are not allowed to vote for themselves (it's a wasted vote)

I do not agree.  I think voting for oneself should not be forbidden.  I
would like to distribute my 5 votes to those exact 5 people that I wish to
see on the council, and, as I am a candidate, that of course includes
myself.

That is the end of the vote - all further rules are to do with the
council and nothing to do with the voting procedure

I agree with William that rule #10 should be included.

But #9 definitely should not.  We shouldn't be changing the council's
mandate after candidates have been nominated and they have accepted their
nominations.  (That is not to say I don't agree with what #9 says.)

Everything else is ok with me.
