Excellent summary.  Thank you.  

Either way, if forwarding was performed via either method, the client,
er "initiating end-point", would need to whitelist the server, er
"remote mail queue", and the ODMR server would perform SPF checks.  If
ODMR could be done on a per-user/lhs rather than per-domain, you'd have
a net win over using POP3 for this new kind of "forwarding" because the
mail stays in a mail queue somewhere (rather than it being delivered to
a mailbox, a final destination).  If it's never picked up, it would
eventually bounce, and no mail is in the "accepted into a mailbox but
never received by the recipient because they never checked their POP3
forwarder", or "lost", state, if you were to use POP3 for forwarding. 
Senders would be notified that their mail was never actually received
based on the ODMR server's expiry period.  It would truly be a holding
place/hop for forwarded mail.  There are also fewer requirements on the
forwarding service, no mailbox size limits to enforce (as with POP3) or
forwarding accounts to maintain indefinitely (if the recipient stops
checking for mail via ODMR for 6 months, discontinue accepting mail for
them).  This would be much better than the current "set it and forget
it" forwarding that gets set up now and ends up being a burden on the
forwarding service to maintain rather than the actual final recipient.
