You have both v=spf1 and spf2.0/pra with different triggers,
you'd exactly see what they do.
Are they checking just some of the email?
It's a huge organization. It took them months to find their
mailouts. It took them weeks to fix an MX with some bogus
timestamps (very old spamcop debate, maybe you were around).
They have four mx names each with four IPs. Maybe they do
whatever they do carefully, one MX after the other. So now
they might start to wonder why there are so many FPs. Okay,
not very likely, but not impossible.
And without a "go" from the IESG they would be in a legally
awkward position, to put it mildly.
