I can't tell you the best DNS provider, but here is a list of providers I know 
of (less a couple of updates that have been sent to me, but I haven't had 
time to do yet):

All SPF implementations I know of have the ability to tune their response to 
different SPF results.  You should definitely NOT reject mail from domains 
that do not have an SPF record.  SPF records are fairly widely published, but 
no where near universal.  

You ought to initially set your SPF checker to calculate SPF results, but not 
reject on any result.  You can then inspect logs, use it for an input to spam 
filtering, etc. while you evaluate it's effectiveness.

Different people use e-mail differently.  For some userbases you will be able 
to reject based on SPF failure with little/no problem.  For others, that can 
be problematic and the most you can do at this point is use it as a element 
of spam filtering.  The only way to know is to test.
