Only in the case where the receiver has lost track (or never kept track)
of their forwarders, and has no clue which of them they still want to work,
is it advisable to not reject on fail.  Large email providers often
fall into that category, of course, since their subscribers may 
setup such forwarders without the email providers knowlege.  But they *could*
provide an interface for individual subscribers to list any non-SRS forwarders
and opt-in to SPF checking.
