Yes, you shouldn't delete on fail.  You should/could reject on fail.  If
you accept the mail even though it's gotten an SPF failure, you must
deliver it (read: send it to the next stage in your mail delivery
process, which may be a spam filter or some such.  What a spam filter
does with an email is beyond the scope of SPF, really).
