AFAIK you're the only one who knows this CIVS magic at the moment, is
that going to be a practical problem ? Or does it only take a couple of
hours of free time plus "common sense" to manage that ?
Operating CIVS is trivial, it only takes a few clicks and copy/pastes.
That's one of the main reasons I pushed for it. It has all the nice
properties of ranked Condorcet voting while still being extremely easy to
operate.
There's one thing which the election officer might want to do himself that
requires some basic Linux command-line operations: setting up the voter
registration on the SPF website for this particular election and then
retrieving the list of registered voters for entry into CIVS.
This handful of steps can be learned in a few minutes, too, though. I
could even babysit the election officer when he's doing them. (Yes, a
web-based interface for admins, not just for end-users AKA voters, would
be more appropriate, but... lack of time and stuff, you know?)
