A minor point, in case anyone hadn't noticed: the "encoded-variable"
approach does not suffer from the "only 14 headers can be extended"
problem.
I don't understand this at all. In fact your recent posting contains
It is important to constrain the use of encoded-variables to places
where they will not interfere with the established syntax or semantics
of header fields. For that reason, their use is explicitly restricted
to the Subject and Comments header fields, and to the "phrase" portion
of RFC 822 addresses.
How does this differ from the universal character set proposal?
