Now  just  a  cotton-picking  minute. Are you sure you guys aren't thinking
of sendmail's disgusting, ridiculous and stupid habit of stripping double
quotes out of the local part of addresses in the envelope? That has
nothing to do with the subject under discussion which does not involve
the local-part or the envelope.

This is not a fantasy.  The number of mail programs which parse RFC-822
according to the RFC-822 grammar are greatly outnumbered by the number which
do not.  This includes most versions of /usr/ucb/Mail.

Where does /usr/ucb/mail come into the picture? The worst that can happen
with that is that the user types r[eply] and it doesn't correctly generate
the right return address from the From header (and possibly other headers).
Hardly the end of the world if the user has to type it in by hand while
muttering "I must learn how to use one of the better mail reader/writers".

Or am I missing something?
