If it does not pertain to mail, it does not belong on this list.  If it
does pertain to mail, it is related to Mime.  While it's creative of you to
suggest that Mime is not related to Internet mail, it is factually
incorrect.  (I personally believe that it is fine to view Mime as having a
LARGER scope, but certainly not a scope that is independent.)

So, the current MIME specification for non-Mime mail that says:
           specified as "Content-type:  text/plain;  charset=us-ascii".

"MIME specification for non-Mime mail"???  What ARE you talking about?
Content-type is a parameter defined as part of Mime.  It is not
independent.
